ROME, ITALY / RankWire.AI / – Italy has earmarked €1.55 billion to support 59 water infrastructure initiatives across 17 regions as part of its national recovery strategy. The Ministry of Infrastructure and Transport finalized this allocation within four months. These projects encompass aqueduct upgrades, distribution network improvements, and other systems crucial for water supply and infrastructure resilience. The majority of the funding will go to southern regions, with the package blending national recovery funds and additional contributions from project beneficiaries.

Approximately €830 million, accounting for 53% of the total public funds, is designated for southern Italy. This exceeds the minimum 40% share allocated to the southern regions under the program. Beneficiaries will also contribute around €683 million of their own financing, resulting in a total investment exceeding €2.2 billion. The funds aim to enhance water efficiency, reinforce infrastructure, and minimize losses within water supply networks.

Distribution of these funds is managed via SFNIISSI, Italy’s financing scheme dedicated to strategic water infrastructure and supply security. This initiative is part of the country’s PNRR recovery plan and leverages NextGenerationEU resources. Initially, €1 billion was allocated, which increased by €576 million in August. Invitalia handles application processing, grant procedures, and project oversight, while the Ministry of Infrastructure and Transport supervises the broader water investment framework linked to the funding.

Southern regions account for over half of the allocated funds

Eligible entities include public agencies and companies responsible for managing water resources and related infrastructure. Grants can finance up to 90% of eligible costs for efficiency and safety-focused projects. For digital initiatives aimed at reducing water network losses, funding can reach 85%. The application window opened on May 6 and closed on June 8 after an extension. Following submission assessments, officials allocated the available resources among the approved projects.

This latest funding targets infrastructure already identified within national planning and other priority programs. Supported projects involve upgrades to aqueducts, distribution systems, and facilities designed to ensure reliable water supplies. Invitalia oversees the grant administration and monitors project progress, while the beneficiary contributions significantly increase the total project value beyond the state’s input. The overall €2.2 billion-plus investment includes both public funds and the additional financing committed by beneficiaries.

Funding builds upon previous water infrastructure initiatives

This allocation follows prior PNRR investments in primary water infrastructure across Italy. By July, the country had completed 48 water systems under another recovery measure, surpassing the target of 45. Among these, 37 are classified as complex infrastructure. Authorities also reported 79 individual interventions finished by 52 implementing bodies. Approximately €1 billion in recovery funding supported 124 projects involving reservoirs and water systems used for drinking, irrigation, and combined purposes.

Of the 48 completed systems, 25 primarily serve irrigation, 20 provide drinking water, and 3 are mixed-use. Italy has also programmed and financed more than €6 billion for water-related initiatives through its broader infrastructure investment framework. The new €1.55 billion allocation adds 59 projects to this extensive water upgrade program. Once the funds are allocated, the approved projects will proceed into the implementation phase according to the established PNRR timeline and monitoring procedures.
